Nous travaillons en collaboration et d\u00e9fendons les int\u00e9r\u00eats des femmes et des personnes de diverses identit\u00e9s de genre, alors qu\u2019ils naviguent les syst\u00e8mes juridiques et administratifs complexes qui fa\u00e7onnent leur quotidien. Nous surveillons \u00e9galement les conditions de d\u00e9tention dans les \u00e9tablissements p\u00e9nitentiaires f\u00e9d\u00e9raux, documentons les enjeux syst\u00e9miques et utilisons ces informations pour promouvoir la responsabilisation ainsi que des changements significatifs et durables.<\/p>\n\n\n\n<p style=\"font-size: 1rem; line-height: 1.5; font-style: italic; border-left: 3px solid #ccc; padding-left: 1em; margin: 1.5em 0;\">\n  \u00ab Le syst\u00e8me a fait en sorte que beaucoup d\u2019entre nous se sentent moins qu\u2019humains, comme des personnes jetables. Les questions li\u00e9es \u00e0 la s\u00e9curit\u00e9, \u00e0 la salubrit\u00e9, \u00e0 la sant\u00e9 mentale et m\u00eame aux droits humains fondamentaux \u00e9taient souvent n\u00e9glig\u00e9es ou ignor\u00e9es. Dans cet environnement, l\u2019ACSEF s\u2019est d\u00e9marqu\u00e9e comme une source rare et constante de soutien. Ils se sont pr\u00e9sent\u00e9s alors que nous avions l\u2019impression que personne d\u2019autre ne viendrait. \u00bb (traduit de l&rsquo;anglais)\n  <br><span style=\"display:block; margin-top:0.7em; margin-bottom:0; font-style: normal; font-weight: 600;\">\n    \u2014 Ancien d\u00e9fenseur des pairs et b\u00e9n\u00e9vole r\u00e9gional actuel\n <\/span>\n<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Notre mode de fonctionnement<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Notre approche<\/h3>\n\n\n\n<p>Le CAEFS g\u00e8re quatre \u00e9quipes r\u00e9gionales de d\u00e9fense des droits &#8211; Pacifique, Prairies, Ontario et Atlantique &#8211; et collabore \u00e9troitement avec des d\u00e9fenseurs des droits travaillant au Qu\u00e9bec. Nos \u00e9quipes se rendent dans les \u00e9tablissements p\u00e9nitentiaires f\u00e9d\u00e9raux r\u00e9serv\u00e9s aux femmes, offrent un soutien en ligne et par t\u00e9l\u00e9phone, et m\u00e8nent des actions de plaidoyer syst\u00e9mique.<\/p>\n\n\n\n<p>Nos \u00e9quipes sont compos\u00e9es de membres du personnel de la CAEFS, de d\u00e9fenseurs des pairs<strong><em>&nbsp;<\/em><\/strong>et de b\u00e9n\u00e9voles, notamment du personnel des Soci\u00e9t\u00e9s Elizabeth Fry locales, d\u2019anciens d\u00e9fenseurs des pairs et d\u2019autres membres d\u00e9vou\u00e9s de la communaut\u00e9 issus de divers horizons et disciplines.&nbsp;<\/p>\n\n\n\n<p style=\"font-size: 1rem; line-height: 1.5; font-style: italic; border-left: 3px solid #ccc; padding-left: 1em; margin: 1.5em 0;\">\n  \u00ab L\u2019ACSEF travaille selon un mod\u00e8le d\u2019autonomisation fond\u00e9 sur la culture juridique, l\u2019\u00e9ducation aux droits et la responsabilisation. [L\u2019ACSEF] aide les personnes en d\u00e9tention \u00e0 comprendre les politiques, \u00e0 faire valoir leurs droits et \u00e0 contester les injustices institutionnelles. Gr\u00e2ce \u00e0 leurs conseils, mon partenaire a r\u00e9ussi \u00e0 r\u00e9diger des griefs et \u00e0 naviguer la politique correctionnelle f\u00e9d\u00e9rale de mani\u00e8re \u00e0 prot\u00e9ger ses droits humains et \u00e0 soutenir ses efforts pour demander des comptes au syst\u00e8me [\u2026] ce qui lui a permis de se d\u00e9fendre d\u2019une mani\u00e8re qui n\u2019aurait pas \u00e9t\u00e9 possible sans ce soutien. Ce travail redonne de mani\u00e8re significative le pouvoir \u00e0 ceux qui sont les plus directement touch\u00e9s par l\u2019incarc\u00e9ration. \u00bb (traduit de l\u2019anglais)\n  <br>\n  <span style=\"display:block; margin-top:0.7em; font-style: normal; font-weight: 600;\">\n    \u2014 Conjoint d\u2019une personne incarc\u00e9r\u00e9e \u00e0 l\u2019\u00e9tablissement pour femmes Grand Valley\n  <\/span>\n<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Activit\u00e9s principales<\/strong><\/h2>\n\n\n\n<div style=\"height:22px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Visite de d\u00e9fense des droits<\/h4>\n\n\n\n<p>Nous effectuons des visites mensuelles \u00e0 l&rsquo;\u00e9tablissement de vall\u00e9e du Fraser, \u00e0 l&rsquo;\u00e9tablissement d&rsquo;Edmonton pour femmes, \u00e0 l&rsquo;\u00e9tablissement pour femmes de Grand Valley et \u00e0 l&rsquo;\u00e9tablissement Nova pour femmes, et nous apportons un soutien virtuel aux personnes incarc\u00e9r\u00e9es \u00e0 l&rsquo;Okimaw Ohci Healing Lodge.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Ligne t\u00e9l\u00e9phonique nationale de soutien<\/h4>\n\n\n\n<p>Nous g\u00e9rons une ligne t\u00e9l\u00e9phonique gratuite, offrant aux personnes incarc\u00e9r\u00e9es un moyen simple de contacter des d\u00e9fenseurs de leurs droits.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">D\u00e9fense des droits par les pairs<\/h4>\n\n\n\n<p>Nous organisons des formations une ou deux fois par an au sein des prisons f\u00e9d\u00e9rales r\u00e9serv\u00e9es aux femmes afin de donner aux participantes les outils et les ressources n\u00e9cessaires pour d\u00e9fendre leurs propres droits ainsi que leurs pairs.<\/p>\n\n\n\n<p>Cette formation de plusieurs jours est une condition pr\u00e9alable \u00e0 l\u2019embauche au poste de d\u00e9fenseure des droits par les pairs, un poste reconnu par le Service correctionnel du Canada. Les d\u00e9fenseurs des droits par les pairs font partie de nos \u00e9quipes r\u00e9gionales de d\u00e9fense des droits et apportent un soutien sur le terrain aux autres personnes incarc\u00e9r\u00e9es.<\/p>\n\n\n\n<p style=\"font-size: 1rem; line-height: 1.5; font-style: italic; border-left: 3px solid #ccc; padding-left: 1em; margin: 1.5em 0;\">\n  \u00ab Je trouve que vous avez organis\u00e9 une formation tr\u00e8s approfondie et inclusive, et je tiens \u00e0 vous en remercier. J\u2019en suis ressortie avec beaucoup plus de connaissances qui me permettront de d\u00e9fendre mes droits et ceux des femmes incarc\u00e9r\u00e9es ici. \u00bb (traduit de l\u2019anglais)\n  <br>\n  <span style=\"display:block; margin-top:0.7em; font-style: normal; font-weight: 600;\">\n    \u2014 Participante \u00e0 la formation de d\u00e9fense par les pairs  \n  <\/span>\n<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Rencontres avec les \u00e9quipes de gestion des \u00e9tablissements<\/h4>\n\n\n\n<p>Nous rencontrons r\u00e9guli\u00e8rement les \u00e9quipes de gestion des \u00e9tablissements p\u00e9nitentiaires r\u00e9serv\u00e9s aux femmes pour discuter des probl\u00e8mes syst\u00e9miques et travailler envers des solutions durables.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Lettres mensuelles de plaidoyer<\/h4>\n\n\n\n<p>Nous r\u00e9digeons des lettres qui r\u00e9sument les probl\u00e8mes syst\u00e9miques signal\u00e9s, les recommandations formul\u00e9es et les r\u00e9ponses du SCC. Ces lettres sont accessibles au public et sont envoy\u00e9es aux principales parties prenantes. Vous pouvez consulter nos lettres mensuelles de plaidoyer dans la rubrique \u00ab Ressources \u00bb.<\/p>\n\n\n\n<p style=\"font-size: 1rem; line-height: 1.5; font-style: italic; border-left: 3px solid #ccc; padding-left: 1em; margin: 1em 0 0.25em;\">\n  \u00ab J\u2019ai souvent \u00e9t\u00e9 surprise et d\u00e9\u00e7ue de constater le d\u00e9calage entre le cadre juridique et politique r\u00e9gissant les \u00e9tablissements f\u00e9d\u00e9raux destin\u00e9s aux femmes et ce qui s\u2019y passe r\u00e9ellement. Ce d\u00e9calage explique \u00e0 mes yeux pourquoi l\u2019approche de plaidoyer adopt\u00e9e par l&rsquo;ASCEF est si importante. Non seulement l&rsquo;ASCEF aide les personnes incarc\u00e9r\u00e9es au niveau f\u00e9d\u00e9ral \u00e0 mieux comprendre et utiliser les cadres existants, mais il exhorte \u00e9galement ceux qui travaillent au sein du syst\u00e8me \u00e0 s\u2019y conformer. Cette approche est mise en avant dans les lettres de plaidoyer de l&rsquo;ASCEF, qui soulignent les probl\u00e8mes syst\u00e9miques que l&rsquo;ASCEF soul\u00e8ve aupr\u00e8s de la direction des \u00e9tablissements : l&rsquo;ASCEF lie toutes ses recommandations \u00e0 la direction \u00e0 des aspects sp\u00e9cifiques du cadre juridique et politique. Since 2006, people have reported to CAEFS that they experience excessively hot and cold temperatures while incarcerated on the unit \u2013 far outside the habitual range and to the point of being, we argue, torturous.<\/p>\n<p>This application was argued by Kate Engle of Taylor Janis LLP, acting as counsel for CAEFS.<\/p>\n<blockquote><p><strong>In the law: <\/strong><\/p>\n<p><strong>CCRA s. 70:\u00a0The Service shall take all reasonable steps to ensure that penitentiaries, the penitentiary environment, the living and working conditions of inmates and the working conditions of staff members are safe, healthful and free of practices that undermine a person\u2019s sense of personal dignity<em>.<\/em><\/strong><\/p><\/blockquote>\n<p>While this application is specific to EIFW, CAEFS has received many other reports that the physical conditions of confinement experienced by women and gender-diverse people in federal prison are often not aligned with the law.<\/p>\n<p>For example, in this month\u2019s advocacy letters, advocates wrote about the ongoing impact of extreme heat conditions at the Grand Valley Institution (GVI), and the limited steps taken to mitigate its impacts on people incarcerated there \u2013 a well-documented issue year over year at GVI.<\/p>\n<p>At EIFW, there continued to be reports related to the conditions in the maximum-security unit, specifically the presence of maggots, mould, and clogged drains.<\/p>\n<p>CAEFS is committed to working towards a world without prisons, but monitoring the physical conditions of confinement of people who are in prison is still essential to the well-being of people who are incarcerated today.<!-- wp:spacer {\"height\":\"19px\"} --><\/p>\n<div class=\"wp-block-spacer\" aria-hidden=\"true\"><\/div>\n<p>&nbsp;<\/p>\n                                    <\/div>\n            <\/li>\n                    <li class=\"accordion-item\" data-accordion-item>\n                <a href=\"#block_68639d4536aaeffb40c918ad843ae4ae-1\" class=\"accordion-title\">May 2025<\/a>\n                <div class=\"accordion-content\" data-tab-content id=\"block_68639d4536aaeffb40c918ad843ae4ae-1\">\n                    <p><em><strong><u>May <\/u><\/strong><\/em><em><strong><u>2025 <\/u><\/strong><\/em><em><strong><u>Update<\/u><\/strong><\/em><\/p>\n<p>Did you know that the legislated purpose of the federal correctional system is to support people in prison and on parole to reintegrate back into the community?<\/p>\n<blockquote><p><strong>In the law: \u00a0<\/strong><\/p>\n<p><strong>CCRA s. 3\u00a0The purpose of the federal correctional system is to contribute to the maintenance of a just, peaceful and safe society by<\/strong><\/p>\n<p><strong>(a)\u00a0carrying out sentences imposed by courts through the safe and humane custody and supervision of [federally sentenced people]; and<\/strong><\/p>\n<p><strong>(b)\u00a0assisting the rehabilitation of [federally sentenced people] and their reintegration into the community as law-abiding citizens through the provision of programs in penitentiaries and in the community.<\/strong><\/p><\/blockquote>\n<p>The Parole Board of Canada emphasizes that gradual, structured release\u2014known as the\u00a0continuum of release\u2014is the most effective approach to supporting community reintegration. This continuum of release includes all forms of conditional release, such as escorted temporary absences, unescorted temporary absences, work releases, day parole, full parole, and statutory release. You can learn more about these types of conditional release via the <a href=\"https:\/\/www.canada.ca\/en\/parole-board\/services\/parole\/types-of-conditional-release.html\">Parole Board of Canada\u2019s website<\/a>.<\/p>\n<p>Despite its proven effectiveness, incarcerated people consistently report barriers to accessing conditional release and are frequently documented in our advocacy letters.<\/p>\n<p>This month, there were reports of challenges in accessing parole officers at the Nova Institution, making it challenging for people to effectively plan for their release. At the Fraser Valley Institution, people reported long delays in completing their first escorted temporary-absence due to staff availability and limited access to required risk assessments \u2013 delays that people were concerned could jeopardize their timely access to day parole. At the Grand Valley Institution, an individual shared that their escorted temporary absence to attend a family funeral was denied due to reported logistical challenges.<\/p>\n<p>Looking back at past letters, you will find many other instances of reported barriers.<\/p>\n<p>One of the ways that CAEFS is looking to address these reported concerns is by ensuring that people in prison understand their legal eligibility for conditional release and how to effectively prepare for parole. Part of this is done through the distribution of our <a href=\"https:\/\/caefs.ca\/wp-content\/uploads\/2025\/05\/Community-in-Action-Final-Edit-July-30.pdf\">Community in Action Guide.<\/a>\u00a0In some cases, CAEFS advocates also attend or assist at individual\u2019s parole hearings. Lead advocates work closely with the peer advocates on their time to also ensure that they can provide meaningful support to people in this area.<\/p>\n<p><strong><em><span style=\"text-decoration: underline;\">Peer Advocates &amp; Trainings<\/span> <\/em><\/strong><\/p>\n<p>Speaking of, a new peer advocate was hired at the Fraser Valley Institution this month! She has been resourced with supplies and CAEFS-created resources, just like all our other Peer Advocates.<\/p>\n<p>Peer advocates are incarcerated people in prisons designated for women and receive training and ongoing support by CAEFS in a recognized employment position by the Correctional Service of Canada. They are integral members of our Regional Advocacy teams.<\/p>\n<p>A prerequisite to becoming a Peer Advocate is participating in CAEFS Peer Advocacy training, held annually or bi-annually at each federal prison designated for women. The training provides participants with a foundation in the legislative frameworks applicable to penitentiaries, encourages systemic-level problem solving, and provides guidance in effectively utilizing the internal grievance process \u2013 along with other key advocacy skills.<\/p>\n<p>We are looking forward to hosting a number of peer advocacy trainings in the fall and welcoming more peer advocates to our teams!<\/p>\n<p><strong>Did you know? Last year CAEFS provided our peer advocacy training to 180 people in federal prisons designated for women? That is nearly 25% of people incarcerated in these penitentiaries. <\/strong><\/p>\n<p>Here is what one participant had to say about their experience of the training:<\/p>\n<blockquote><p><em>\u201cI feel you women ran a super in-depth course and it was inclusive and I want to thank you. I\u2019ve come away with a lot more knowledge with which to be able to stand up for my rights and those of the other women housed here\u201d. <\/em><\/p><\/blockquote>\n<p>&nbsp;<\/p>\n                                    <\/div>\n            <\/li>\n                    <li class=\"accordion-item\" data-accordion-item>\n                <a href=\"#block_68639d4536aaeffb40c918ad843ae4ae-2\" class=\"accordion-title\">April 2025 <\/a>\n                <div class=\"accordion-content\" data-tab-content id=\"block_68639d4536aaeffb40c918ad843ae4ae-2\">\n                    <p class=\"\" data-start=\"153\" data-end=\"589\"><strong>Did you know that in federal prisons designated for women, most people cook their own meals?<\/strong> In most cases, individuals incarcerated in minimum- and medium-security units are given a weekly budget to purchase groceries from a list stocked by the institution. They then prepare their own food within their living units. By contrast, those incarcerated in maximum-security units receive pre-made meals delivered on trays by food services staff.<\/p>\n<p class=\"\" data-start=\"591\" data-end=\"1114\">Recently, the Correctional Service of Canada (CSC) reduced the grocery budgets for people in prisons designated for women, while increasing the budgets in prisons designated for men. The rationale provided was that women require fewer calories than men. However, current government nutrition guidelines do not distinguish recommended caloric intake based on sex or gender. As the cost of groceries continues to rise across the country, people in federal prisons\u2014especially those in prisons designated for women\u2014are struggling to afford sufficient food.<\/p>\n<p class=\"\" data-start=\"1116\" data-end=\"1340\">This is just one of several food-related concerns that CAEFS has recently documented. In April, people incarcerated at both Grand Valley Institution and Nova Institution raised serious concerns about access to adequate food.<\/p>\n<p class=\"\" data-start=\"1342\" data-end=\"1667\">In a letter from Nova, advocates documented reports of limited access to sufficient food in the maximum-security unit. People shared that they often felt hungry due to small portion sizes, inadequate protein, and an over-reliance on starches. Similar reports have emerged from maximum-security units in other women\u2019s prisons.<\/p>\n<p class=\"\" data-start=\"1669\" data-end=\"2050\">For the second month in a row, advocates working with people at GVI documented concerns about insufficient access to food on the main compound. In some cases, people were forced to use their full grocery budget on the limited items available\u2014for example, spending it all on multiple cans of pumpkin pur\u00e9e or $50 worth of sardines.<\/p>\n<p class=\"\" data-start=\"2052\" data-end=\"2114\">You can read more about these reports in this month\u2019s letters.<\/p>\n<p data-start=\"2052\" data-end=\"2114\">At the Fraser Valley Institution, <span data-teams=\"true\">peer committees continue to advocate for equitable access to food, specifically for the growing population of individuals who are gender-diverse. More details about these reports can be found in FVI letters from earlier this year.\u00a0<\/span><\/p>\n<p class=\"\" data-start=\"2052\" data-end=\"2114\"><strong data-start=\"2121\" data-end=\"2135\">In the Law<\/strong><\/p>\n<p class=\"\" data-start=\"2137\" data-end=\"2388\">The <em data-start=\"2141\" data-end=\"2190\">Corrections and Conditional Release Regulations<\/em> state:<br data-start=\"2197\" data-end=\"2200\" \/><strong data-start=\"2200\" data-end=\"2218\">CCRR s. 83(2):<\/strong> <em data-start=\"2219\" data-end=\"2388\">The Service shall take all reasonable steps to ensure the safety of every [incarcerated person] and that every [incarcerated person] is (a) adequately clothed and fed.<\/em><\/p>\n<p class=\"\" data-start=\"2390\" data-end=\"2752\">The <em data-start=\"2394\" data-end=\"2435\">Corrections and Conditional Release Act<\/em> states:<br data-start=\"2443\" data-end=\"2446\" \/><strong data-start=\"2446\" data-end=\"2461\">CCRA s. 70:<\/strong> <em data-start=\"2462\" data-end=\"2752\">The Service shall take all reasonable steps to ensure that penitentiaries, the penitentiary environment, the living and working conditions of inmates and the working conditions of staff members are safe, healthful and free of practices that undermine a person\u2019s sense of personal dignity.<\/em><\/p>\n<p>\u00a0<!-- wp:spacer {\"height\":\"50px\"} --><\/p>\n<div class=\"wp-block-spacer\" aria-hidden=\"true\"><\/div>\n<p><!-- \/wp:spacer --><\/p>\n                                    <\/div>\n            <\/li>\n                    <li class=\"accordion-item\" data-accordion-item>\n                <a href=\"#block_68639d4536aaeffb40c918ad843ae4ae-3\" class=\"accordion-title\">March 2025 <\/a>\n                <div class=\"accordion-content\" data-tab-content id=\"block_68639d4536aaeffb40c918ad843ae4ae-3\">\n                    <p class=\"\" data-start=\"137\" data-end=\"314\">As part of our work, Regional Advocacy Teams often host workshops and events to support people in prison in better understanding their rights as federally sentenced individuals.<\/p>\n<p class=\"\" data-start=\"316\" data-end=\"628\">This month, during our regular advocacy visit to Grand Valley Institution, the Ontario Regional Advocacy Team hosted a series of workshops to launch CAEFS\u2019 new resource: <em data-start=\"486\" data-end=\"627\">Community in Action: A Handbook for Federally Sentenced Women and Gender-Diverse People to Navigate Release from Prison and Being on Parole<\/em>.<\/p>\n<p class=\"\" data-start=\"630\" data-end=\"939\">Advocates met with individuals across all security levels, providing them with copies of <em data-start=\"719\" data-end=\"740\">Community in Action<\/em>, answering questions about conditional release, gathering feedback on what additional information would help people feel more prepared to navigate these processes, and sharing some delicious snacks.<\/p>\n<p class=\"\" data-start=\"941\" data-end=\"1321\">Since then, advocates have been working to incorporate participant feedback into an updated version of the resource. We\u2019ve also received valuable input from peer advocates at other prisons designated for women, as well as from volunteers with lived experience. This iterative process is central to how CAEFS develops resources aimed at supporting both self- and peer-led advocacy.<\/p>\n<p class=\"\" data-start=\"1323\" data-end=\"1621\">The <em data-start=\"1327\" data-end=\"1348\">Community in Action<\/em> handbook was developed in response to ongoing reports from people in prison and on parole about the challenges they face accessing conditional release and navigating these complex systems. Many of these concerns are also reflected in our monthly systemic advocacy letters.<\/p>\n<p class=\"\" data-start=\"1623\" data-end=\"1836\">You can access the handbook below and are welcome to share it with anyone who might benefit. People in federal prisons designated for women can request printed copies through their Regional Advocacy Teams.<\/p>\n<p class=\"\" data-start=\"1838\" data-end=\"2254\"><strong>Did you know that conditional release provides the strongest opportunity for successful reintegration?<\/strong> The Parole Board of Canada emphasizes that gradual, structured release\u2014known as the <em data-start=\"2025\" data-end=\"2047\">continuum of release<\/em>\u2014is the most effective approach to supporting community reintegration. At Fraser Valley Institution, individuals in the maximum-security unit raised concerns about limited access to video visits. At Grand Valley Institution, people reported delays in visitor application approvals, often waiting months to see family in person. They also reported the impact of a broken telephone in one of the living units. This consultation is one of several ways CAEFS has provided feedback on the program and raised the concerns of incarcerated mothers and caregivers with decision-makers at CSC.<\/p>\n<p class=\"\" data-start=\"495\" data-end=\"1135\">However, the Institutional Mother-Child Program is just one example of how incarcerated people try to maintain connections with their families. CAEFS continues to receive reports about broader barriers to family access. For instance, during our February 2025 visits, individuals at the Edmonton Institution for Women reported reduced access to phone lines on the main compound and expressed concern that this restriction would limit their ability to stay in contact with loved ones. At the Nova Institution, advocates followed up with senior management teams regarding the impact of Private Family Visits being cancelled with little notice.<\/p>\n<p class=\"\" data-start=\"1137\" data-end=\"2040\"><strong>Did you know that one of the primary reasons Canadian penitentiaries designated for women were built in each region was to promote close community and familial connections for federally sentenced women and gender-diverse people?<\/strong> In fact, most people incarcerated in these institutions were their children\u2019s primary caregivers at the time of incarceration. As a result, the imprisonment of women and gender-diverse people has far-reaching impacts on families\u2014particularly children. These harms are especially acute for Indigenous communities, given the disproportionate incarceration of Indigenous women and the historical legacy of family separation through colonial policies such as the Sixties Scoop and Residential Schools. For these reasons, CAEFS continues to recommend that all CSC decisions be made with the goal of facilitating the broadest and most accessible contact with family and community.<\/p>\n<p class=\"\" data-start=\"2042\" data-end=\"2210\"><strong data-start=\"2042\" data-end=\"2057\">In the law:<\/strong><br data-start=\"2057\" data-end=\"2060\" \/>The <em data-start=\"2064\" data-end=\"2105\">Corrections and Conditional Release Act<\/em> (CCRA) guarantees that people in federal custody are entitled to reasonable contact with their families.<\/p>\n<p class=\"\" data-start=\"2212\" data-end=\"2616\"><strong data-start=\"2212\" data-end=\"2230\">CCRA s. 71(1):<\/strong><br data-start=\"2230\" data-end=\"2233\" \/><em data-start=\"2233\" data-end=\"2616\">In order to promote relationships between [incarcerated people] and the community, an [incarcerated person] is entitled to have reasonable contact, including visits and correspondence, with family, friends, and other persons from outside the penitentiary, subject to such reasonable limits as are prescribed for protecting the security of the penitentiary or the safety of persons.<\/em><\/p>\n<p>&nbsp;<\/p>\n                                    <\/div>\n            <\/li>\n                    <li class=\"accordion-item\" data-accordion-item>\n                <a href=\"#block_68639d4536aaeffb40c918ad843ae4ae-5\" class=\"accordion-title\">January 2025 <\/a>\n                <div class=\"accordion-content\" data-tab-content id=\"block_68639d4536aaeffb40c918ad843ae4ae-5\">\n                    <p><span data-contrast=\"auto\">This month, we focused on building and strengthening our capacity! <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Onboarding new volunteers: <\/span><\/b><span data-contrast=\"auto\">We recently welcomed over a dozen new community-based volunteers to our Regional Advocacy teams.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Expanding our Peer Advocacy teams:<\/span><\/b><span data-contrast=\"auto\"> We welcomed two new peer advocates at the Okimaw Ohci Healing Lodge, following a two-day in-person training that CAEFS held at the Lodge in October 2024. Once developed, it will be shared across our teams to support peer-led committees at all federal penitentiaries designated for women. Committees are an essential\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">CAEFS has also recently established regular phone calls with Peer Advocates at the Joliette Institution and the Okimaw Ochi Healing Lodge, allowing us to provide more consistent rights and redress support and to work collaboratively to advocate for the people incarcerated there. Lead advocates have similar processes established to stay connected with Peer Advocates between visits at all other federal prisons designated for women too.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">In- Person Advocacy Visits: <\/span><\/b><span data-contrast=\"auto\">In January, our teams completed in-person advocacy visits to the Nova Institution, the Grand Valley Institution, the Edmonton Institution for Women, and the Fraser Valley Institution. This means that our teams spent over 70 hours meeting in-person with federally incarcerated women and gender-diverse people in January.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\"><strong>Systemic Advocacy Letters<\/strong>: Our systemic advocacy letters are now being published to our website on a monthly basis.
